    Minimum Qualifications:
    BA/BS in an applicable field (i.e. environmental science/policy, natural resource planning, biology, or closely related discipline). 3-8 years of experience developing permit applications in Oregon and Washington and performing natural resource surveys. 

    W2r is seeking a mid-level permitting and natural resources specialist to join our vibrant and innovative team. This role is ideal for someone who understands the balance between the built and natural environments, enjoys developing innovative and practical solutions to meet project objectives, and also understands the true meaning of client service. The ideal candidate will possess applied expertise in  natural resource permitting and experience conducting natural resources assessments for water resources, transportation, storm water, and habitat restoration projects. Experience with federal, state, and local permitting and meeting mitigation requirements for large multi-objective projects. Proven ability to lead field surveys for a variety of natural resources and write technical reports. The candidate will exhibit a collaborative nature with project staff, clients, and sub consultant partners while working in the field and in the office. A positive, solution based, team player perspective is a must. Project examples on which the candidate may work include bridge and culvert replacement projects, storm water and floodplain management, water resources infrastructure development, and habitat restoration. We work primarily in the Northwest and occasionally work in other locations.

    The candidate should be comfortable in the outdoors and able to hike in rough conditions. It is expected that all Wolf Water Resources project staff may perform field work at any stage of a project (site assessment through construction phases).

    Essential Duties, Functions, and Responsibilities
    The essential duties, functions, and responsibilities listed below are representative of the knowledge, skill, and/or ability required perform this job successfully.     • Serve as permit specialist for projects of varying complexity, coordinate and develop relationships with regulatory staff, collaborate with multi-discipline team members, and communicate responsively to clients and project stakeholders. 
    • Provide high level support and strategic thinking for on-going projects addressing environmental concerns.
    • Actively work with team members and clients across disciplines on problem solving and work towards solutions and opportunities to meet project goals.
    • Develop compliance strategies and represent clients and projects in negotiation with regulatory agencies.
    • Complete state and federal permitting for projects including writing NEPA-compliant documentation (EA and EIS), ESA consultations (BA, Sections 7 and 10), CWA (Sections 401 and 404) and NPDES permits, and mitigation plans.
    • Complete other state and local environmental permits including: SEPA, land use, Goal 5/E zones, site development and shoreline permits.
    • Experienced reading and interpreting engineering analysis and calculations (scour, sediment transport, log stability, hydraulics) and plan sets.
    • Possess technical knowledge in biological systems and  ecosystem processes.
    • Conduct natural resource assessments including biological and critical areas field investigations.
    • Possess excellent technical writing and presentation skills.
    • Demonstrate a high level of technical competence in developing work products and apply quality control practices to the development of work products and management of projects. 
    • Familiar with GPS, basic field equipment, and maps.
    • Proficient in the use of current versions of AutoCAD drafting software and/or GIS software familiarity a plus.
    • Support project development (i.e., thoughtfully generate project schedules, budgets, and scopes of work).
    • Contribute to and leads business development activities (networking, developing scopes of work, leading or assisting in developing proposals, participating in presentations, etc.)
    • Actively maintain appropriate licensures and certifications. 
    • Proactively seek opportunity for continuing education and to present project studies/work at industry events.

    Computer Skills
    To perform this job successfully an individual should have knowledge of database software, spreadsheet software, and word processing software.

    Work Environment 
    The work environment characteristics described here are representative of those encountered while performing the essential functions of this job. While performing the duties of this job the employee is frequently exposed to weather and outdoor conditions. Limited field work is  required. The employee should be comfortable in the outdoors and able to hike in rough conditions. The employee is occasionally exposed to wet and/or humid conditions, unstable ground, hill/slope environments, and extreme cold and extreme heat. The employee must be able to lift 50 pounds. The noise level in the work environment is usually moderate. Periodic travel to project sites and other consultant offices may be required including the geographic range of Oregon, Washington, Idaho, Montana, Alaska, and California.
